Karara Mining Limited (KML) invites suitably qualified and experienced suppliers to register interest in the design, engineering verification, fabrication and supply of two sets of HPGR rotable screen rebuild stands. This notice supports supplier prequalification ahead of a future Competitive Request for Quotation (Competitive RFQ).

卡拉拉矿业有限公司（以下简称“KML”）现邀请具备相应资质和经验的供应商，就两套高压辊磨可旋转筛翻修支架的设计、工程验证、制造及供货登记参与意向。本公告旨在为后续竞争性询比采购（Competitive RFQ）开展供应商资格预审。

Project Background

项目背景

During refurbishment, the current low support arrangement restricts access to the underside of removed HPGR rotable screens. Approximately four to six bottom-deck stringer beams may not be effectively inspected, creating a risk that structural damage remains undetected. KML therefore proposes to procure higher-capacity rebuild stands to improve access, support safe refurbishment and reduce operational risk.

在高压辊磨可旋转筛翻修过程中，现有低位支撑方式限制了对已拆除筛体底部的检查和作业空间。约有四至六根位于底层筛面的纵梁可能无法得到有效检查，从而存在结构损伤未被及时发现的风险。因此，KML拟采购承载能力更高的翻修支架，以改善作业及检查空间、支持安全翻修作业，并降低运行风险。

Preliminary Scope of Supply

初步供货范围

The anticipated scope includes, but is not limited to, the following:

预计供货范围包括但不限于以下内容：

· Design and engineering certification in accordance with AS 4100, including design calculations and certification documents; 按照AS 4100标准完成设计及工程认证，并提供设计计算书和认证文件；

· Submission of 3D models, design drawings, fabrication drawings and material specifications for KML review and written approval before fabrication; 提交三维模型、设计图纸、制造图纸及材料规格，供KML在制造开始前进行审查并书面批准；

· Fabrication and supply of two complete sets of mechanical rebuild stands, including all required fasteners; 制造并提供两套完整的机械翻修支架，包括所有必要的紧固件；

· A minimum load-bearing capacity of not less than 58 tonnes; 支架的最低承载能力不得低于58吨；

· A design that elevates the bottom of the HPGR vibrating screen to 1,000 mm above ground level while keeping the screen level; 支架应将高压辊磨振动筛底部抬升至距地面1,000毫米的位置，同时确保筛体保持水平；

· Transport frames or skids suitable for delivery of the stands to KML’s FLG logistics warehouse in Welshpool, Perth, Western Australia; 提供适用于将支架运输至KML位于西澳大利亚州珀斯Welshpool的FLG物流仓库的运输框架或滑撬；

· Yellow safety-warning paint and a clearly marked load-rating nameplate on each stand set; 每套支架应喷涂黄色安全警示漆，并安装标识清晰的额定载荷铭牌；

· Welding to AS 1554.1 Structural Purpose (SP) requirements, with 100% magnetic particle testing (MT) of welds; and 焊接应符合AS 1554.1结构用途（SP）级要求，所有焊缝均须进行100%磁粉检测（MT）；以及

· A complete Manufacturing Data Record (MDR), including material certificates, welding records, inspection and test reports, coating records, certification documents and as-built drawings. 提供完整的制造数据记录文件（MDR），包括材料证书、焊接记录、检验及测试报告、涂装记录、认证文件和竣工图纸。

Key Commercial and Delivery Requirements

主要商务及交付要求

· The successful supplier must complete design, fabrication, inspection and delivery within three calendar months after KML issues the relevant Purchase Order. 成交供应商须自KML下达相关采购订单之日起三个月内完成全部设计、制造、检验及交付工作。

· Delivery will be to KML’s FLG logistics warehouse in Welshpool, Perth, Western Australia. 交货地点为KML位于西澳大利亚州珀斯Welshpool的FLG物流仓库。

· Formal quotations will be required in Australian dollars (AUD), exclusive of GST, on a firm and fixed-price basis. 正式报价须以澳大利亚元（AUD）提交，不含商品及服务税（GST），并采用固定价格。

· Payment terms will be EOM + 40 days. The supplier may issue an invoice only after KML has formally accepted the goods; invoices issued before acceptance will be invalid for payment purposes. 付款条件为月结后40天（EOM + 40天）。供应商仅可在货物经KML正式验收合格后开具发票；在正式验收前开具的发票将被视为无效发票，不作为付款依据。

· If the successful supplier is registered outside Australia, the contracting entity itself must act as importer of record and complete all import clearance formalities at its own cost, including applicable duties, taxes, fees and charges. KML will not act as importer of record. 如果成交供应商在澳大利亚境外注册，签约主体本身必须作为该批货物的进口方，自行办理全部进口清关手续并承担相关关税、税费、手续费及其他费用。KML不作为该批货物的进口方。

Supplier Eligibility and Capability

供应商资格及能力要求

Interested suppliers should be able to demonstrate:

意向供应商应能够证明其具备以下条件：

· Legal establishment for at least one year as at the future quotation closing date; 截至后续正式报价截止日，已依法注册成立至少一年；

· Relevant experience in the design, fabrication and supply of mechanical support structures for mining, heavy industry or comparable applications; 具有矿业、重工业或类似应用领域机械支撑结构的设计、制造及供货经验；

· Capability to undertake structural design, welding, inspection, testing and certification in accordance with the Australian Standards specified above; 具备按照上述澳大利亚标准开展结构设计、焊接、检验、测试及认证工作的能力；

· Appropriate quality management, welding management, engineering design and safety management systems and certifications applicable to the scope; 具备与本项目供货范围相适应的质量管理、焊接管理、工程设计及安全管理体系和相关认证；

· Capacity to produce the required engineering deliverables and complete MDR documentation; 具备提供所需工程技术文件及完整制造数据记录文件（MDR）的能力；

· Financial and operational capacity to meet KML’s delivery, documentation and warranty requirements; and 具备满足KML交货、文件提交及质保要求的财务和运营能力；以及

· Willingness to participate in KML’s prequalification, technical clarification, contract review and commercial evaluation processes. 愿意参与KML组织的资格预审、技术澄清、合同审查及商务评审程序。

Consortium submissions will not be accepted. Manufacturers and distributors may register interest, subject to the detailed eligibility rules in the formal procurement documents.

本项目不接受联合体形式的意向登记。制造商和经销商均可登记参与意向，但须遵守后续正式采购文件中规定的详细资格要求。

Information Required for Registration

The registration email should include the following information and supporting documents, as applicable:

· Details of comparable projects completed during the past five years, including customer, scope, value, completion date and a reference contact where available; 过去五年内完成的类似项目情况，包括客户名称、项目范围、项目金额、完成日期，以及可提供情况下的客户证明联系人；

· Evidence of current business registration, signatory authority, relevant licences, quality certifications and financial capability; 有效的企业注册证明、签署授权证明、相关许可证、质量体系认证及财务能力证明；

· Evidence of engineering, welding and inspection capability, including compliance with AS 4100 and AS 1554.1 SP; and 工程设计、焊接和检验能力证明，包括符合AS 4100及AS 1554.1 SP级要求的相关证明；以及

A supplier registered outside Australia should also provide:

· Valid incorporation or business registration documents, tax registration documents and organisation code certificates, or the equivalent consolidated registration issued in its jurisdiction; 有效的公司注册或营业登记文件、税务登记文件及组织机构代码证，或由供应商注册地主管机构签发的等效综合登记证明；

· A signed authorisation letter and identification for the authorised signatory where documents are not signed by the supplier’s legal representative or authorised officer;

· Evidence of registered capital of at least RMB 8 million, or the equivalent in another currency; 注册资本不低于人民币800万元或其他货币等值金额的证明；

· Evidence of previous supply of goods to Australia, supported by contracts, purchase orders, delivery records or customer references; and 以合同、采购订单、交付记录或客户证明等资料证明其具有向澳大利亚供应货物的相关经验；以及

· Written confirmation that, if selected, the contracting entity will act as importer of record and bear all import-related responsibilities and costs. 提供书面确认，说明如果最终获选，签约主体将作为该批货物的进口方，并承担全部进口相关责任及费用。

Prequalification and Future RFQ Process

资格预审及后续询比程序

KML intends to conduct a Competitive RFQ and expects to invite at least five suppliers that have passed prequalification. Registration of interest does not guarantee prequalification or an invitation to quote. KML may request further information, conduct clarification meetings, verify references or require completion of its supplier information forms before deciding whether a supplier will be invited to the formal RFQ.

KML拟通过询比方式开展本次采购，并预计邀请不少于五家通过资格预审的供应商参与正式报价。提交参与意向并不保证供应商能够通过资格预审或获得正式报价邀请。在决定是否邀请供应商参与正式询比前，KML可能要求供应商提供进一步资料、参加澄清会议、接受客户业绩核实，或填写KML供应商信息表。

KML有权根据自身判断修改项目范围或时间安排、要求供应商提供补充资料、决定选择或不选择任何供应商、变更采购方式、暂停或取消本次采购程序，或决定不再继续推进本项目。

Each supplier bears its own costs of preparing and submitting a response. KML is not obliged to provide reasons for any prequalification or invitation decision.

供应商应自行承担准备及提交意向登记材料所产生的全部费用。KML没有义务就任何资格预审结果或邀请决定说明理由。
